    SPAS COUNT TOO

A small spa still needs a safe barrier

It is easy to think of a spa as a smaller, safer cousin of the pool, but Victorian law doesn’t see it that way.

Any spa or hot tub capable of holding more than 30cm of water must be registered with council, have a compliant safety barrier and have that barrier inspected and certified every four years. Young children can get into trouble quickly in a small body of water.

A compliant barrier restricts access by children under five, and the rules apply whether or not children live at or visit the property. That covers in-ground spas, above-ground spas, indoor spas and relocatable or portable hot tubs of every shape and size.

Our Registered Building Inspectors check the barrier around your spa with the same care we bring to a pool, so you can relax knowing it is safe, compliant and ready for the next four years.

    • Barrier height
    • Gaps under the barrier
    • Clear non-climbable zones

    What every spa inspection covers

We meticulously evaluate the fence, gates, walls, doors and windows that make up your spa barrier, and the space around them.

Everything is assessed against the standard that applied when your spa was installed. When the barrier complies, we issue your certificate of barrier compliance (Form 23). When it doesn’t, we explain exactly what to fix and the most cost-effective way to do it.

    01 · WHICH SPAS

    Does your spa need inspecting?

The test is simple: can it hold more than 30cm of water? If the answer is yes, your spa needs a compliant barrier, registration with your local council and a certificate of barrier compliance every four years.

    • In-ground spas, including spas built into a pool surround
    • Freestanding and above-ground hot tubs
    • Indoor spas used for recreation and relaxation
    • Relocatable or portable spas

Indoor spa baths used for personal hygiene and emptied after each use are not covered, and neither are water features, fish ponds, bird baths or water tanks. If you’re unsure whether your spa is covered, call us and we will talk it through with you before you book.

Portable spas often catch owners by surprise. They must be registered if set up for three or more consecutive days.

    02 · LIDS & BARRIERS

    Covers, lids and safety barriers

Many spas come with a lockable cover, and owners often ask whether that is enough. The BPC’s guidance is that spas capable of holding more than 30cm of water must have a compliant safety barrier. A cover keeps your spa clean and warm, but it is not the same thing as a barrier.

Older spas can sit under different rules, depending on the standard that applied when they were installed.

    • Spas holding more than 30cm of water need a compliant safety barrier around them
    • Covers help with safety but are not a substitute barrier
    • Older spas follow their original standard
    • Your council letter confirms which standard applies to your spa

Rather than guess, call us before your inspection. We will look at your council letter and confirm which standard applies to your spa.

    03 · AROUND THE SPA

    Spa-specific checks we make

Spas are often set into decks or courtyards close to the house, so the surroundings matter as much as the fence itself. Here is what we look at closely.

    • Decking, steps and planter boxes within the clear zone around the barrier
    • Spa surrounds or retaining walls that could be used to climb the barrier
    • Doors and windows opening into the spa area
    • Gates that drag on decking or pavers and fail to close properly
    • Privacy screens and panels that create footholds or handholds near the top of the barrier

We also check the strength and condition of the barrier itself, from posts and fixings to glass and mesh panels, and look closely at plants growing near the barrier.

    04 · POOL & SPA

Pool and spa, one easy visit

If your property has both a pool and a spa, we can inspect them on the same visit. Where the spa sits inside the pool barrier, it is usually assessed as part of that barrier. Where it has its own area, its barrier is checked separately and on its own merits.

Either way, you get one booking, one inspector and clear answers on both. When both comply, your certificates are issued promptly so you can lodge them within the 30-day window.

Combining inspections saves you time and keeps things simple, and you still talk directly with Cameron from the first call to the final certificate, with ongoing support after.

A relocatable spa’s date of construction is the day it was most recently set up on your property, and that date determines which standard applies.
