    FOR RENTAL PROVIDERS

Who is responsible at a rental property

When a rental property has a pool or spa, the barrier obligations sit squarely with the owner, not the tenant.

The owner must register the pool or spa with council, have the barrier inspected and lodge a certificate of barrier compliance every four years. Tenants are not responsible for registration or certification. Keeping the barrier in good working order, though, is a shared duty. Under Victorian rules, property owners and occupants are both responsible for keeping pool barriers maintained, repaired and in working order.

Tenants can also check the council’s register to see whether their rental’s pool or spa is registered and has a current certificate. A lapsed certificate is easy to avoid and can lead to fines for the owner.

We make rental inspections simple. You deal directly with the inspector, we work around your tenants and you get clear answers you can pass straight on to your owners. A respectful, punctual visit keeps everyone on side and makes the next inspection easier to arrange.

    01 · SCHEDULING

    Inspections that work around tenants

Access is often the hardest part of a rental inspection, so we keep it simple. Tell us the property details and your tenant’s contact information, and we will arrange a time that works for everyone involved, including the tenant, the owner and you.

Cameron calls ahead to confirm the details and arrives at the agreed time, so tenants aren’t left waiting around. Results are explained clearly on site and confirmed in writing afterwards.

    • Coordination with tenants or property managers to arrange access at a convenient time
    • Bookings are often available the very next day
    • Saturday inspections are often available for tenants who work weekdays
    • A call ahead to confirm timing and access details

If the tenant needs to move furniture or pot plants away from the barrier first, we let them know in advance.

    02 · GROUP BOOKINGS

    Save on multiple properties

Managing several properties with pools? Book three or more properties within 5km of each other and receive 15% off every inspection. Grouping inspections saves time for you and your owners, and we can plan a sensible route on the day.

Group bookings suit property management agencies, investors with several rental properties and owners corporations with more than one pool or spa. They also suit neighbours who want to book together and share the saving.

Let us know all the addresses when you call, and we will confirm which properties qualify for the group discount before you book anything.

    • Property management agencies with several pools across their rental portfolio
    • Investors with several rental properties nearby
    • Owners corporations with shared pools

Emergency services workers save 10% on every inspection they book.

Healthcare workers also receive 10% off their inspection. Discounts are our way of saying thanks, so it is always worth asking which ones you may be eligible for when you call.

    03
    03 · COMMON ISSUES

    Common issues at rental properties

Rental properties face the same standards as any other pool, but a few issues come up more often when a property is tenanted.

Daily use by tenants, their children and visitors puts extra wear on gates and hardware, and outdoor furniture tends to move around. Here is what we see most often when inspecting rental properties across Melbourne.

    • Gate closers and latches worn out by daily use
    • Gates propped open, tied back or left unlatched
    • Furniture or toys left near the barrier
    • Pot plants, shrubs and garden beds growing against the fence
    • Damaged panels or loose fixings that haven’t been reported

Most of these are simple to fix once they are identified. We explain each issue clearly, so you can pass the information to your owner and tenant and agree on who handles what. Tenants should also know that any relocatable pool holding more than 30cm of water needs a compliant barrier, so raise it at the start of each lease.

    04 · RECORDS

    Records that keep you compliant

Compliance gets much easier when your records are organised. For each property, keep the council registration letter, the latest certificate and its lodgement date, and council’s confirmation of when the next certificate is due.

Remember that a certificate is only valid for 30 days after it is issued. If it isn’t lodged in that time, a new inspection is needed. We issue certificates promptly, so you have plenty of time.

Where a pool sits on common property, the owners corporation is responsible for registration, inspection and certification. Shared pools see heavy use from residents and guests, so gates, closers and latches deserve regular attention between inspections, and problems should be reported quickly.

If you are taking over management of a new property, check its registration status with council first, then book an inspection so you know where it stands.
